Dell has replaced my GTX 1070 3 times. The first 2 had problems, which they verified. The 3rd one has a dead DP.
I won't spend the money for a new 1070 (when it's still under warranty), so I'm going to buy a new 1060. I'm done working with Dell support.
I just want this PC to be better than the one it replaced and will just Won't talk about this anymore. Just wanted some expert advise about the 1060. It up an buy whatever I need to buy to get this thing working like the new PC it is. Thanks for verifying that the 1060 will work. Too busy right now. Maybe next month. I'll you know if I have any problems.

Since you now explained, I say something strange is going on there. It might not even be the video-card hardware.
I say use the warranty you paid for or get a system exchange. They are just (very complex) machines.
I could tell you some HP and Lenovo stories (but I don't really have a personal Dell story). Well, I suppose closest is my Aurora-R6 got off to a rocky start. All my Dell stories were client's machines. Probably jinx-ing myself. But now I'm confused.
The PNY GeForce GTX 1060 - Graphics card - GF GTX 1060 - 6 GB GDDR5 - PCIe 3.0 x16 - DVI, HDMI, 3 x DisplayPort that I was asking about is sold by Dell and is on the Dell website right now. Are you saying I can't just swap a Dell GPU with another Dell GPU without going through all that reinstalling the OS etc.? I thought that was the reason to buy from Dell rather than somewhere else, because the GPUs Dell was selling were Dell compatible??? What am I missing here?
I'm trying to fix problems, not create them. PNY Branded GPU will not have DELL OEM SECURE BOOT CERTIFICATE.
Secure Boot must be off and Legacy Option Roms ON. This has nothing to do with DELL or any other OEM. It has to do with Secure Boot UEFI Class 2.3.1 bios.
Class 3 Bios HAS NO CSM and therefore will ONLY WORK with OEM cards from that vendor. Secure boot prevents drivers, hardware, anything that is not sprinkled with microsoft approved bottled water. When a retail graphics card is installed into an OEM motherboard with Secure boot UEFI enabled and Legacy option roms is OFF the system may not boot or post. What is Secure Boot? Secure Boot is one feature of the latest Unified Extensible Firmware Interface (UEFI) 2.3.1 specification (Errata C). The feature defines an entirely new interface between operating system and firmware/BIOS.
This started with windows 8.0 and continues thru Windows 10. When enabled and fully configured, Secure Boot is designed to resist attacks and infection from malware. Secure Boot detects tampering with boot loaders, key operating system files, and unauthorized option ROMs by validating their digital signatures. Detections are blocked from running before they can attack or infect the system.
How does Secure Boot work? Secure Boot works like a security gate. Code with valid credentials gets through the gate and executes. However, Secure Boot blocks at the gate and rejects a code that has bad credentials, or no credential. This means any software, hardware, driver etc. BIOS CLASS 1 2 3 ELAM Early Anti Malware ELAM. I clearly understand your post.
That's what I wanted to avoid, which is why I was going to buy a Dell GPU sold by Dell as compatible with the XPS 8930. The first 2 replies to this post said I could just swap it with the 1070. After reading what you posted, I called Dell Support and they insisted that this specific GPU (is sold by Dell) is compatible with my XPS 8930.
They said I could just swap it with the 1070 and suggested the only thing I needed to do was make sure I have the most current Nvidia drivers. Sorry, but I'm still confused. I would think this would be an easy question to answer. Can't understand why there would be any disagreements.
Do I believe Dell Support (Sales), or not?
